You can find copper and tin in pretty much places. But I recommend you to mine at the South-east Varrock mining site. I wouldn't spend my time on banking it cause you can earn lvl 15 quickly and mine Iron ores. But if you don't have much money then bank them. You need to mine 138 copper or tin ores to reach level 15.

Level 15-60(or 85 if your a F2P player)
Recommend Equipment: Steel Pickaxe(Upgrade to a Mithril-Rune Pickaxe when you reached the right level to equip it)
Optional Equipment: Varrock Armour 1-3, Sacred/Volatile Clay Pickaxe, Mining Fimiliar
If your a F2P player you can stay at the South-east Varrock mining site. If your a P2P player you can stay or go to the Yanille Mine. I recommend you to upgrade your pickaxe everytime you reached the right level for it. You could bank them for some money but if only going for 99 then just drop them. You need to mine 7,753 iron ores for level 60.
And if your a F2P player you need 93,034 iron ores for level 85.
Level 60-80(or 99), Granite (P2P)
Recommend Equipment: Rune Pickaxe, Desert Clothing,Waterskins
Optional Equipment: Enchanted Water Tiara, Dragon Pickaxe, Water runes
Mining Granite is the fastest way to reach 99. You can reach about 40-60k exp per hour.Make sure you bring along lots of waterskins or a enchanted water tiara with lots of water runes.I would recommend you to drop all the granites cause earning money with granite is not very good. I don't know how many granite you gotta mine cause you will get randomly a 500g, 2kg or a 5kg granite block.
Level 80-99, Concentrated gold rocks(P2P)
Recommend Equipment: Rune Pickaxe, Decent armour
Optional: Dragon Pickaxe, Varrock Armour 1-3, food
With this method you will earn money and get decent exp. You will get about 35k-50k exp per hour. You get about 1-3 gold ores at a time. If you wear a Varrock Armour 3 you will get more gold ores. But if you don't want to earn money just follow the granite method.
